Out of the 200 or so pal games I own only a handful lock if I have my console set to 60hz and they are usually the same games that do lock up in reverse, ie an ntsc game on a pal machine, Super Street Fighter II, Street Fighter Alpha 2, Samurai Showdown and Konami games made after Super Castlevania IV are some to name a few. As someone else said, game speed may be an issue. Language is my problem playing those particular games though. I've got a couple of jap games and they both work.
Don't think Game Genie does, Action Replay 2 carts definately do. The only PAL game you need to worry about is Terranigma those other ones you mention have a JP release and are perfectly playable on your system already.This isnt correct, some PAL games check, not all, although those ones do check region and lockout. The PAL SNES is clocked lower than the NTSC models, so there'd be timing issues and things. I actually purchased a modded SNES off of this forum for a good price not too long ago and I know somebody on the NA forums was selling one too. If you're really interested in playing imports from all regions, this is the best way to.
But the mod will let you get around that. I believe all PAL games check the region of the SNES (unlike JP games), but some go even further and check if the region lockout is disabled. The best way is to have your SNES modded with a 50/60hz and region lockout on/off switch. I've heard of converters that let you play PAL games on a US SNES, but I don't even think that they're 100% compatible with every game.
